The Russian government has prohibited gasoline exports from August 1 through January 31, 2027, while diesel producers will face a one-month export restriction during August.
The new resolution also covers marine fuel and gas oil. From September 1, the restrictions will no longer apply to diesel, marine fuel or gas oil exported by producers, the Russian government said.
Gasoline exports will remain prohibited for all market participants until the end of January. Diesel exports by companies that do not produce the fuel will also remain banned during that period. This suggests the Kremlin is concerned that continued fuel exports for profit could contribute to shortages across the country.
The restrictions replace measures due to expire on July 31 and are intended to maintain fuel availability on Russia’s domestic market.
“According to the signed resolution, the temporary ban on fuel exports will be in effect from August 1 to January 31, 2027,” the government said.
A separate measure introduces a temporary system for securing gasoline and diesel supplies for agricultural producers, in an attempt to make farming more viable in Russia. Until November 1, the Energy Ministry, Agriculture Ministry, regional governments and oil companies may enter into agreements covering regular deliveries to farms during seasonal fieldwork.
For now, however, these are only promises. It remains unclear how the measures will work in practice, particularly given the Kremlin’s record of failing to follow through on its commitments.
The government also changed how state and municipal institutions can purchase fuel until the end of 2026. They will use standard public procurement procedures, which the government said should prevent exchange-price changes from delaying purchases or interrupting deliveries.
In short, gasoline exports will remain restricted for six months, while the ban on diesel exports by producers will apply only in August. The Kremlin has also introduced separate measures to keep fuel supplies flowing to farmers, amid a record number of complaints that farming has become unprofitable.
